IMPORTANT: The rulebook content below was released to all parties on January 16, 2018, and should be considered UNOFFICIAL. No in-season amendments or bulletins are reflected in the below copy. Please refer to the above PDF link for the updated rulebook.
6.1.1. All Tests must comply with the Rules.
6.1.2. Costs – An applicant shall pay all costs incurred by INDYCAR relating to any tests approved by INDYCAR.
6.2. Effective Dates
6.2.1. This Rule 6 applies from after the final Race of a given Racing Season through the final Race of the following Racing Season.
6.3. Testing Blackout Dates
6.3.1. Except as otherwise provided in this Rule, on- Track Testing or straight-line Testing may not occur, or is “blacked out”:
188.8.131.52. Within seven (7) calendar Days of the start of any on-Track activity at any Race Event (if the practice session one (1) is on Friday, Testing must be done by the completion of the Day on Thursday the week prior).
184.108.40.206. During the following periods:
220.127.116.11.1. September 18, 2017 – September 24, 2017,
18.104.22.168.2. November 20, 2017 – November 27, 2017 (Thanksgiving), and
22.214.171.124.3. December 16, 2017 – January 7, 2018 (Holiday)
126.96.36.199. The only exceptions to the blackout are:
188.8.131.52.1. Open Tests, and
184.108.40.206.2. March 2-6, 2018
220.127.116.11.3. September 13, 2018
6.3.2. Full-size wind tunnel Tests may not occur or are “blacked out” during the following periods (excluding Engine Manufacturers):
18.104.22.168. September 18, 2017 – September 24, 2017,
22.214.171.124. November 20, 2017 – November 27, 2017 (Thanksgiving), and
126.96.36.199. December 16, 2017 – January 7, 2018 (Holiday)
6.4. Application and Reporting Process
6.4.1. An application for each on-Track Test, full-size wind tunnel Test or straight-line Test must be submitted to INDYCAR via IRIS for approval.
6.4.2. Applications and notices are due:
188.8.131.52. On-Track Tests and straight-line Tests: thirty (30) calendar Days before the Test, and
184.108.40.206. Full-size wind tunnel Tests: seven (7) calendar Days before the Test.
6.4.3. INDYCAR may place conditions on its approval of an on-Track, full-size wind tunnel Test or straight-line Test, including requiring an Official to attend a Test.
6.4.4. Cancellations must be submitted to INDYCAR via IRIS a minimum of seventy-two (72) hours before an on-Track Test or straight-line Test. A Member is responsible for all non-refundable INDYCAR expenses.
6.5. Test Participants
6.5.1. Only Members may Test.
220.127.116.11. An Entrant must have an Entrant License and membership in INDYCAR for the IndyCar Series.
18.104.22.168. A Driver must have a Driver’s License and membership in INDYCAR for the IndyCar Series.
22.214.171.124. A Driver may be a Driver other than the Entrant’s current Driver.
126.96.36.199. Unless otherwise specified, any combination of Drivers may Test.
188.8.131.52. A Manufacturer must have an Associate’s membership in INDYCAR for the IndyCar Series.
6.5.5. All Other Individuals and Entities
184.108.40.206. All other individuals and entities must have memberships in INDYCAR for the IndyCar Series.
6.6. Approved Testing
6.6.1. Team Tests, full-size wind tunnel Tests and straight-line Tests: Each Team with one (1) or more Full Season Entrants has a combined total of five (5) Test Days.
6.6.2. Team Testing with the 2018 aero kits will not be permitted until January 8, 2018.
6.6.3. Off-season: September 18, 2017 – March 29, 2018
6.6.4. In-season: March 30, 2018 – September 16, 2018
220.127.116.11. Team Tests, full-size wind tunnel Tests and straight-line Tests:
18.104.22.168.1. An Entrant must allow other Entrants to attend a Team Test, up to the maximum number allowed by a venue.
22.214.171.124.2. The five (5) Test Days must be used as follows:
126.96.36.199.2.1. January 8, 2018 – March 29, 2018: three (3) Test Days, and
188.8.131.52.2.2. March 30, 2018 – September 16, 2018: two (2) Test Days.
184.108.40.206.3. A full-size wind tunnel Test is a maximum of twelve (12) hours within any twenty-four (24) hour period.
6.6.5. Open Tests:
220.127.116.11. The Open Tests are:
18.104.22.168.1. February 9-10: Phoenix International Raceway
22.214.171.124.2. March 20: Barber Motorsports Park
126.96.36.199.3. March 27: Indianapolis Motor Speedway
188.8.131.52. All Leaders Circle Entrants must attend Open Tests unless otherwise approved by INDYCAR. Any unapproved failure to attend an Open Test results in a $5,000 fine and loss of one (1) Team Test Day.
184.108.40.206. All other Entrants are invited to attend Open Tests subject to INDYCAR approval and Tire availability with Firestone.
6.6.6. Rookie Driver Tests:
220.127.116.11. For purposes of this Rule, Rookie Driver status is determined after the completion of the final Race.
18.104.22.168. Each Full Season Entrant has additional Test Days to Test Rookie Drivers.
22.214.171.124.1. In-season: two (2) Test Days for Full Season Entrants with Full Season Rookie Drivers.
126.96.36.199.2. Off-season: one (1) Test Day for Full Season Entrants to Test any Rookie Driver. Participating Rookie Driver must receive INDYCAR approval.
188.8.131.52. A veteran Driver may have six (6) laps or two (2) outings, whichever occurs earlier, of on-Track activity to establish the Car set-up or the baseline for the Rookie Driver.
184.108.40.206. All Rookie Drivers must complete ROP on an INDYCAR-approved Oval before competing in an Oval Event. An Official must be present. This ROP does not count against the allotment of Team Tests or Rookie Driver Tests.
220.127.116.11. Indianapolis 500® Only Rookie Drivers:
18.104.22.168.1. Rookie Drivers have one (1) Test Day for ROP at a Super Speedway before the Indianapolis 500® Event.
22.214.171.124.2. Rookie Drivers must complete the Indianapolis 500® ROP at the Indianapolis Motor Speedway on the specified date.
6.6.7. Indy Lights Series Driver Tests:
126.96.36.199. A Team with one or more Full Season Entrants in the IndyCar Series has an additional one (1) Test Day for the purpose of Testing a Current Indy Lights Series Driver in a Car. Participating Current Indy Lights Driver(s) must receive INDYCAR approval.
188.8.131.52.1. If the Team does not participate with a Full Season Entrant in the Indy Lights Series, the Team may only use one (1) Current Indy Lights Series Driver during the Test.
184.108.40.206.2. If the Team participates with one (1) or more Full Season Entrants in the Indy Lights Series, the Team may use multiple Current Indy Lights Series Drivers during the Test.
220.127.116.11.2.1. The number of Current Indy Lights Series Drivers must not exceed the number of the Team’s Full Season Entrants in the Indy Lights Series.
18.104.22.168.2.2. The number of IndyCar Series Cars participating in the Test must not exceed the Team’s current IndyCar Series Full Season Entrants.
22.214.171.124. On-Track time must be divided between an IndyCar Series Driver and a Current Indy Lights Series Driver. The IndyCar Series Driver must not exceed the lap count of the Indy Lights Series Driver as approved by INDYCAR during the Test.
126.96.36.199. The total mileage of the Current Indy Lights Series Driver and the IndyCar Series Driver must be accumulated on one Engine.
188.8.131.52. The Test Day must be used during Off-season dates.
6.6.8. Indy Lights Series Team Test:
184.108.40.206. Each Team with at least one (1) Full Season Entrant in the IndyCar Series and at least one (1) Full Season Entrant in the Indy Lights Series has an additional one (1) Team Test Day.
220.127.116.11. The Team Test Day is earned and may be used by a Team once the Indy Lights Series Team has participated in its fifth (5th) Indy Lights race.
18.104.22.168. The IndyCar Series Entrant and the Indy Lights Series Entrant must be the same Member, and the Team must submit a total of only one (1) Entrant License/membership application. The Race Event applications for each series must list the same Entrant name (with the exception of the d/b/a) and Entrant tax identification number. For purposes of this Rule, Entrant is decided without regard to Car number.
22.214.171.124. The Team Test Day must be used between May 12, 2018 – September 16, 2018.
6.6.9. New Team Tests
126.96.36.199 A New Team has an additional two (2) Team Test Days, as approved by INDYCAR.
188.8.131.52 The Team Test Days must be used as follows: One (1) Off-season and One (1) In-season.
6.6.10. Media / TV / Photograph Tests
184.108.40.206. Each Entrant has additional Test Day(s) for promotion, sponsor commercial or special marketing needs, subject to INDYCAR approval.
6.6.11. Driver Evaluations and Injured and/or Returning
220.127.116.11. An Entrant has additional Test Day(s) for Driver evaluations and injured and/or returning Drivers as approved by INDYCAR on a case-by-case basis.
6.6.12. Tire Manufacturer Tests
18.104.22.168. Firestone may invite Teams for INDYCAR approved Tire Testing. All Teams, including those invited by Firestone, may be approved to have one (1) Car participate in Team Testing that runs concurrently with the Tire Test. All Teams will not be charged a Team Test Day.
22.214.171.124.1. In-season: Teams are limited to two (2) Tire Test Day invitations. All Teams may be invited for Team Testing based on INDYCAR approval and Tire availability.
126.96.36.199.2. Off-season: Teams are limited to two (2) Tire Test Day invitations. Additional Team Testing is based on INDYCAR approval and Tire availability.
6.6.13. Engine Manufacturer Tests
188.8.131.52. An Engine Manufacturer Test is a Test organized by an Engine Manufacturer to which selected Entrants are invited to participate.
184.108.40.206. Aero Kit Testing (September 18, 2017 – December 15, 2017): Each Engine Manufacturer is restricted to four (4) Test Days with a maximum of two (2) Cars per day. For these Tests, a manufacturer is not required to allow other Manufacturers or Teams to attend.
220.127.116.11.1. Each Engine Manufacturer is permitted one additional Test Day per the following:
- Chevrolet – October 17, 2017 – Phoenix
- Honda – October 23, 2017 - Texas
18.104.22.168. Engine Testing (Off-season): Each Engine Manufacturer is restricted to two (2) Test Days
22.214.171.124.1. An Engine Manufacturer organizing the Test must permit any Teams using its Engines to also attend the Test in addition to the Teams invited.
126.96.36.199.2. All Teams using the Engine of the Engine Manufacturer organizing the Test will not be charged a Team Test Day for such Engine Manufacturer or Team Testing.
188.8.131.52.3. No Team may participate in more than one (1) Engine Manufacturer Test Day regardless of whether they were invited or not.
184.108.40.206.4. An Engine Manufacturer must permit all Entrants of the other Engine Manufacturer(s) to attend the Test for Testing purposes. Teams choosing to participate will be charged with the appropriate type of Test Day for such Testing.
6.7.1. Tires from a Testing allotment are subject to availability with Firestone.
6.7.2. Each Entrant is allowed to use a maximum of six (6) sets of Tires from its Testing allotment during each Team Test Day subject to availability. This includes any combination of primary and wet Tires.
6.7.3. Full Season Entrant
220.127.116.11. Each Full Season Entrant is allotted twenty (20) sets of Tires for use in Team Tests, full-size wind tunnel Tests and straight-line Tests.
6.7.4. If an Entrant does not use all of its allotted Tires during a Race Event, any new/unused Tires are added to the Entrant’s Test allocation. These Tires are not Race Location specific and are subject to availability. New/unused sets of alternate Tires are added to the Entrant’s allotment as primary Tires.
6.7.5. All Tests excluding Open Tests
18.104.22.168. A Team is allotted four (4) sets of Tires per Day for use in all Tests and may utilize two (2) additional sets from its Testing allotment (if available in that Team’s allotment) for a total of six (6) sets per Day.
6.7.6. Open Tests
22.214.171.124. For Open Test Tire allotment, please refer to Tire Allotment chart in Chapter 15 - Tires.
6.8.1. Tests may occur at the following INDYCAR-approved locations:
126.96.36.199. All current IndyCar Series United States Race Locations, except Street Courses
188.8.131.52. Road Courses
184.108.40.206.1. Circuit of the Americas
220.127.116.11.2. Homestead Miami Speedway
18.104.22.168.3. Mazda Raceway Laguna Seca
22.214.171.124.4. Sebring International Raceway
126.96.36.199.5. Watkins Glen International
188.8.131.52.6. NOLA Motorsports Park
184.108.40.206.1. Auto Club Speedway
220.127.116.11.2. Chicagoland Speedway

126.96.36.199. Other venues as pre-approved by INDYCAR in writing.
6.8.2. Straight-line Tests at any other locations are not eligible for INDYCAR’s participant accident insurance coverage.
6.9. Additional Testing Limitations
6.9.1. Testing for non-Full Season Entrants shall be at the discretion of INDYCAR.
188.8.131.52. Members agree to provide a minimum of one (1) hour of media availability per on-Track Test Day.
184.108.40.206. Test Days and/or mileage may only be used by the specified Entrant. They must not be sold or assigned.
220.127.116.11. An INDYCAR-approved private Test facilitator must be present at all on-Track Tests, except as otherwise approved by INDYCAR. Each Entrant agrees to cooperate with the directions of the private Test facilitator.
6.9.2. Model wind tunnel Testing is permitted.
6.9.3. Rig-type Testing is permitted, provided the tires are not rotating.
6.9.4. Members must not Test in simultaneous on- Track activity with any non-IndyCar Series vehicles including Indy Lights Series vehicles.
6.10.1. Violations of the Testing Rule will result in a loss of up to fifty (50) Entrant points, fifty (50) Driver points, fifty (50) Engine Manufacturer points, and/or a fine not to exceed $500,000.
