IMPORTANT: The rulebook content below was released to all parties on January 16, 2017, and should be considered UNOFFICIAL. No in-season amendments or bulletins are reflected below.
6.1.1. All Tests must comply with the Rules.
6.2. Effective Dates
6.2.1. This Rule 6 applies from after the final Race of a given Racing Season through the final Race of the following Racing Season.
6.3. Application and Reporting Process
6.3.1. An application for each on Track or Full Size
Wind Tunnel Test must be submitted to INDYCAR
via IRIS for approval.
6.3.2. Applications and notices are due:
184.108.40.206. On-Track Tests: twenty-one (21) calendar
Days before the Test, and
220.127.116.11. Full Size Wind Tunnel Tests: seven (7)
calendar Days before the Test.
6.3.3. INDYCAR may place conditions on its approval
of an on Track Test including requiring an Official to
attend a Test.
6.3.4. Test cancellations must be submitted to
INDYCAR via IRIS a minimum of seventy-two (72)
hours before an on Track Test. A Member is
responsible for all non-refundable INDYCAR
6.4. Test Participants
6.4.1. Only Members may Test.
18.104.22.168. An Entrant must have an Entrant License
and membership in INDYCAR for the IndyCar
22.214.171.124. A Driver must have a Driver’s License and
membership in INDYCAR for the IndyCar
126.96.36.199. A Driver may be a Driver other than the
Entrant’s current Driver.
188.8.131.52. Unless otherwise specified, any
combination of Drivers may Test.
184.108.40.206. A Manufacturer must have an Associate’s
membership in INDYCAR for the IndyCar
6.4.5. All Other Individuals and Entities
220.127.116.11. All other individuals and entities must
have memberships in INDYCAR for the IndyCar
6.5. Approved Testing
6.5.1. Team Tests and Full Size Wind Tunnel Tests -Each Team with one (1) or more Full Season
Entrants has a combined total of four (4) Test Days.
18.104.22.168. Team Tests
22.214.171.124.1. An Entrant must allow other
Entrants to attend a Team Test, up to the
maximum number allowed by a venue.
126.96.36.199.2. The four (4) Team Test Days must
be used as follows:
188.8.131.52.2.1. October 3, 2016 - April 5, 2017: three (3) Team Test Days, and
184.108.40.206.2.2. April 11, 2017 - September 17, 2017: one (1) Team Test Day.
220.127.116.11. Full Size Wind Tunnel Tests
18.104.22.168.1. A Full Size Wind Tunnel Test is a
maximum of twelve (12) hours within any
twenty-four (24) hour period.
6.5.2. Open Tests
22.214.171.124. The Open Tests are:
126.96.36.199.1. February 10-11: Phoenix International Raceway
188.8.131.52.2. March 21: Barber Motorsports Park
184.108.40.206.3. April 12: Texas Motor Speedway
220.127.116.11.4. May 2: Gateway Motorsports Park
18.104.22.168.5. September 14: Sonoma Raceway
22.214.171.124. All Leaders Circle Entrants must attend
Open Tests unless otherwise approved by
INDYCAR. Any unapproved failure to attend an
Open Test results in a $5,000 fine and loss of
one (1) Team Test Day.
126.96.36.199. All other Entrants are invited to attend
Open Tests subject to Tire availability with
6.5.3. Rookie Driver Tests
188.8.131.52. - For purposes of this Rule, Rookie Driver
status is determined after the completion of the
184.108.40.206. - Each Full Season Entrant has additional
Team Test Days to Test Rookie Drivers.
220.127.116.11.1. October 3, 2016 – September 17,
2017: two (2) Test Days for Full Season
Entrants with Full Season Rookie Drivers.
18.104.22.168.2. October 3, 2016 - April 5, 2017: two
(2) Team Test Days for Full Season
Entrants to Test any Rookie Driver. If a
Team runs more than one (1) Car per Day, it
will count as multiple Days.
22.214.171.124.3. All Rookie Drivers must complete
ROP on an INDYCAR-approved Oval before
competing in an Oval Event. An Official
must be present. This ROP does not count
against the allotment of Team Tests or
Rookie Driver Tests.
126.96.36.199. Indianapolis 500® Only Rookie Drivers:
188.8.131.52.1. - Rookie Drivers have one (1) Test
Day for ROP at a Super Speedway before
the Indianapolis 500 Event.
184.108.40.206. A veteran Driver may have ten (10) laps or
two (2) outings, whichever occurs earlier, of on
Track activity to establish the Car set-up or the
baseline for the Rookie Driver.
220.127.116.11. Rookie Drivers must complete the
Indianapolis 500 ROP at the Indianapolis Motor
Speedway on the specified date.
6.5.4. Indy Lights Series Driver Tests
18.104.22.168. A Team with one or more Full Season
Entrants in the IndyCar Series has an additional
one (1) Team Test Day for the purpose of
Testing a Current Indy Lights Series Driver in a
22.214.171.124.1. If the Team does not participate with
a Full Season Entrant in the Indy Lights
Series, the Team may only use one (1)
Current Indy Lights Series Driver during the
126.96.36.199.2. If the Team participates with one (1)
or more Full Season Entrants in the Indy
Lights Series, the Team may use multiple
Current Indy Lights Series Drivers during the
188.8.131.52.2.1. The number of Current Indy
Lights Series Drivers must not exceed
the number of the Team’s Full Season
Entrants in the Indy Lights Series.
184.108.40.206.2.2. The number of IndyCar Series
Cars participating in the Test must not
exceed the Team’s current IndyCar
Series Full Season Entrants.
220.127.116.11. On-Track time must be divided between
an IndyCar Series Driver and a Current Indy
Lights Series Driver. The IndyCar Series Driver
must not exceed the lap count of the Indy Lights
Series Driver as approved by INDYCAR during
18.104.22.168. The total mileage of the Current Indy
Lights Series Driver and the IndyCar Series
Driver must be accumulated on one Engine.
22.214.171.124. The Test Day must be used between
October 3, 2016 - September 17, 2017.
6.5.5. Indy Lights Series Team Test
126.96.36.199. Each Team with at least one (1) Full
Season Entrant in the IndyCar Series and at
least one (1) Full Season Entrant in the Indy
Lights Series has an additional one (1) Team
188.8.131.52. The Team Test Day is earned and may be
used by a Team once the Indy Lights Series
Team has participated in its fifth (5th) Indy Lights
184.108.40.206. The IndyCar Series Entrant and the Indy
Lights Series Entrant must be the same
Member, and the Team must submit a total of
only one (1) Entrant License/membership
application. The Race Event applications for
each series must list the same Entrant name
(with the exception of the d/b/a) and Entrant tax
identification number. For purposes of this Rule,
Entrant is decided without regard to Car number.
220.127.116.11. The Test Day must be used between May
13, 2017 - September 17, 2017.
6.5.6. New Team Tests
18.104.22.168. A New Team has an additional four (4)
Team Test Days, as approved by INDYCAR.
22.214.171.124. The Test Days must be used between
October 3, 2016 - September 17, 2017.
6.5.7. Media/TV/Photograph Tests
126.96.36.199. Each Entrant has additional Test Day(s)
for promotion, sponsor commercial or special
marketing needs, subject to INDYCAR approval.
6.5.8. Driver Evaluations and Injured and/or Returning
188.8.131.52. An Entrant has additional Test Day(s) for
Driver evaluations and injured and/or returning
Drivers as approved by INDYCAR on a case-bycase
6.5.9. Tire Manufacturer Tests
184.108.40.206. Firestone may invite Teams for INDYCAR
approved Tire Testing. All Teams, including
those invited by Firestone, may be allowed to
have one (1) Car participate in Team Testing
that runs concurrently with the Tire Test. All
Teams will not be charged a Team Test Day.
220.127.116.11.1. April 11, 2017 - September 17,
2017: Teams are limited to two (2) Tire Test
Day invitations. All Teams are invited for
18.104.22.168.2. October 3, 2016 - April 5, 2017:
Teams are limited to two (2) Tire Test Day
invitations. Additional Team Testing is
based on Tire availability.
6.5.10. Engine Manufacturer Tests
22.214.171.124. An Engine Manufacturer Test is a Test
organized by an Engine Manufacturer for Engine
testing to which selected Entrants are invited to
126.96.36.199.1. October 3, 2016 - April 5, 2017:
Each Engine Manufacturer is restricted to
two (2) Test Days for Engine Testing.
188.8.131.52.2. An Engine Manufacturer organizing
the Test must permit any Teams using its
Engines to also attend the Test in addition to
the Teams invited.
184.108.40.206.3. All Teams using the Engine of the
Engine Manufacturer organizing the Test will
not be charged a Team Test Day for such
Engine Manufacturer or Team Testing.
220.127.116.11.4. No Team may participate in more
than one (1) Engine Manufacturer Test Day
regardless of whether they were invited or
18.104.22.168.5. An Engine Manufacturer must
permit all Entrants of the other Engine
Manufacturer(s) to attend the Test for Team
Testing purposes. Teams choosing to
participate will be charged a Team Test Day
for such Testing.
6.6.1. Tires from a Testing allotment are subject to
availability with Firestone.
6.6.2. Each Entrant is allowed to use a maximum of six
(6) sets of Tires from its Testing allotment during
each Team Test Day subject to availability. This includes any combination
of primary and wet Tires.
6.6.3. Full Season Entrant
22.214.171.124. Each Full Season Entrant is allotted a
maximum of sixteen (16) sets of Tires for use in
Team Tests and Full Size Wind Tunnel Tests
during September 19, 2016 through September
126.96.36.199. If an Entrant does not use all of its allotted
Tires during a Race Event, any new/unused
Tires are added to the Entrant’s Test allocation.
These Tires are not Race Location specific and
are subject to availability. New/unused sets of
alternate Tires are added to the Entrant’s
allotment as primary Tires.
6.6.4. New Team
188.8.131.52. A New Team is allotted a maximum of
sixteen (16) sets of Tires for use in New Team
6.6.5. Rookie Driver Tests
184.108.40.206. A Team is allotted a maximum of four (4)
sets of Tires per Day for use in Rookie Driver
Tests. If the Team is a Full Season Entrant, the
allotment will be sixteen (16) sets of Tires.
6.6.6. All Other Tests
220.127.116.11. A Team is allotted a maximum of four (4)
sets of Tires per Day for use in all other Tests.
6.7.1. Tests may occur at the following INDYCAR-approved
18.104.22.168. All then-current IndyCar Series North
American Race Locations, except Street
22.214.171.124. Road Courses
126.96.36.199.1. Circuit of the Americas
188.8.131.52.2. Homestead Miami Speedway
184.108.40.206.3. Mazda Raceway Laguna Seca
220.127.116.11.4. Sebring International Raceway
18.104.22.168.1. Auto Club Speedway
22.214.171.124.2. Chicagoland Speedway
126.96.36.199.3. Homestead Miami Speedway
188.8.131.52.4. Kansas Speedway
184.108.40.206.5. Michigan International Speedway
220.127.116.11.6. New Hampshire Motor Speedway
18.104.22.168. Other venues as pre-approved by
INDYCAR in writing.
6.7.2. Straight line Tests at any other locations are not
eligible for INDYCAR’s participant accident
6.8. Testing Blackout Periods
6.8.1. Except as otherwise provided in this Rule, on
Track Testing may not occur, or is “blacked out”:
22.214.171.124. Within seven (7) calendar Days of the
start of any on Track activity at any Race Event
(if the practice session one (1) is on Friday,
Testing must be done by the completion of the
Day on Thursday the week prior).
126.96.36.199.1. The only exceptions to the blackout
188.8.131.52.1.1. Open Tests, and
184.108.40.206.1.2. March 31, 2017 – April 5, 2017.
220.127.116.11. During the following periods:
18.104.22.168.1. September 19, 2016 – October 2, 2016,
22.214.171.124.2. November 23, 2016 – November 29, 2016 (Thanksgiving), and
126.96.36.199.3. December 17, 2016 to January 3, 2017 (Holiday)
6.8.2. Full Size Wind Tunnel may not occur or is “blacked out” during the following periods:
188.8.131.52. September 19, 2016 – October 2, 2016,
184.108.40.206. November 23, 2016 – November 29, 2016 (Thanksgiving), and
220.127.116.11. December 17, 2016 to January 3, 2017 (Holiday)
6.9. Additional Testing Restrictions
6.9.1. Testing for non-Full Season Entrants shall be at
the discretion of INDYCAR.
6.9.2. Members agree to provide a minimum of one (1)
hour of media availability per on Track Test Day.
6.9.3. Test Days and/or mileage may only be used by
the specified Entrant. They must not be sold or
6.9.4. An INDYCAR-approved private Test facilitator
must be present at all on Track Tests, except as
otherwise approved by INDYCAR. Each Entrant
agrees to cooperate with the directions of the private
6.9.5. Model wind tunnel and rig Testing are allowed.
6.5.6. Members must not Test in simultaneous on
Track activity with any non-IndyCar Series vehicles
including Indy Lights Series vehicles.
6.10.1. Violations of the Testing Rule will result in a
loss of up to fifty (50) Entrant points, fifty (50) Driver
points, fifty (50) Engine Manufacturer points, and/or
a fine not to exceed $500,000.
